MULTIFAMILY AFFORDABLE HOUSING 

Alvarado Gardens Phase 2 represents the completion of the full redevelopment plan for the former City Hall property, adding the remaining affordable units and commercial spaces envisioned in the master plan. Phase 2 will construct the balance of the 100-unit affordable housing community, providing deeply affordable homes supported by sustainable design, state-of-the-art building systems, and high-quality resident amenities.

This phase expands on the mixed-use vision by completing the full commercial/retail frontage along San Pablo Avenue and strengthening connections to the project’s open spaces, public plaza, and preserved historic structures. Phase 2 also includes site improvements, landscaping, pedestrian pathways, and integration with multimodal transportation links.

To support Phase 2’s development, the San Pablo City Council has approved a $5.9 million local funding commitment, enabling the project team to competitively pursue additional financing such as Low-Income Housing Tax Credits. Construction of Phase 2 will commence once all remaining funding sources have been secured.

Supported by a $5.9 million commitment from the City of San Pablo, Phase 2 leverages diverse funding sources—including LIHTC financing—to bring forward a transformative, community-centered redevelopment on the former City Hall site.
