The proposed project consists of two primary components:

(1) the construction of new low-cost visitor-serving accommodations, and
(2) the renovation of the historic two-story Samoa Cookhouse building to support expanded lodging and public use.

1. New Visitor-Serving Accommodations

This portion of the project includes the development of 40 vacation cabin rentals and 15 tent camping sites. All new structures and site improvements will comply with the requirements of the Coastal Development Permit issued June 3, 2021 (Permit #PLN-2020-16041/CDP). The project is consistent with the Certified Local Coastal Program (LCP) and the Samoa Town Master Plan (STMP).

The new accommodations will serve as affordable lodging options for coastal visitors. Separate permits will be obtained for civil grading, drainage, site utilities, retaining walls, and for the construction of the restroom/laundry building and trash enclosure.

2. Renovation of the Historic Samoa Cookhouse

The project also includes substantial rehabilitation of the existing two-story Samoa Cookhouse building. The structure contains a Group A-2 restaurant on the first floor and Group R-1 lodging on the second floor, historically used as sleeping quarters for loggers and millworkers. The renovation will restore the second-floor rooms to function as low-cost visitor-serving accommodations and will convert additional areas to support improved accessibility and guest services.

Improvements include the addition of two fully accessible guest rooms and new restrooms on the first floor, consistent with CBC Chapter 11B accessibility requirements.
