The Vista Ridge Apartments project is a transformative Permanent Supportive Housing (PSH) development that will convert the former SureStay Hotel at 3331 North Texas Street in Fairfield, California into 50 high-quality, service-enriched homes for individuals experiencing or at risk of homelessness. Leveraging the efficiency of hotel-to-housing adaptive reuse, the project will rehabilitate the existing 100-room hotel structure into 50 one-bedroom apartments, each designed to provide long-term stability, safety, and dignity to residents with significant supportive housing needs.

As part of California’s Homekey+ program, Vista Ridge advances statewide goals to rapidly expand affordable and supportive housing by repurposing existing buildings into permanent homes. The development will pair housing with on-site, wrap-around supportive services—including case management, behavioral health support, benefits navigation, employment and life-skills coaching, and connections to community-based care—ensuring residents have access to the resources needed to achieve long-term stability and independence. The project is designed to prioritize populations such as veterans, individuals with mental or behavioral health challenges, and people experiencing chronic homelessness.

The City of Fairfield has committed $1.53 million in local funds to support project rehabilitation, contributing to the approximately $26 million total development cost. Additional financing will be secured through the State’s Homekey+ grant program and complementary funding sources. In late 2025, the Fairfield City Council approved the project, allowing agreements, funding applications, and predevelopment activities to move forward.

Upon completion, the Vista Ridge Apartments will provide a safe, service-rich residential community that expands affordable housing opportunities, supports vulnerable residents, and contributes to the City of Fairfield’s long-term strategy to address homelessness through permanent, supportive, and humane solutions.
